Mark Carney is due to visit Strasbourg and Liverpool from September 15 to 17. His office announces an address to the European Parliament, followed by a meeting with Andy Burnham on defence, energy, artificial intelligence and critical minerals. [1]
Two counterparts, separate frameworks
The Canadian Press describes the British engagement as their first in-person meeting since Burnham took office in July. It places the trip in Canada’s pursuit of European partnerships as trade relations with Washington have deteriorated. [2]
The two stops do not fall under the same trade agreement. Global Affairs Canada’s timeline states that CETA, between Canada and the European Union, has been provisionally applied since September 21, 2017. Provisional application is distinct from full entry into force. [3]
Trade with the United Kingdom is covered in particular by the Canada–UK Trade Continuity Agreement. Global Affairs Canada explains that it preserves much of CETA’s terms on a bilateral basis after Brexit. Both frameworks therefore predate this trip. [4]
How to assess the results
Our reading: the visit’s contribution should be assessed against these existing relationships. A joint statement, a signed contract and a change in market-access conditions are different outcomes. Conflating them would make a political intention appear immediately applicable to businesses.
For a trade announcement, check the sector covered, the published text and the implementation date. For an investment project, look for funding and conditions for delivery. This approach makes it possible to follow the visit without treating its agenda as an advance account of its achievements.
