The result concludes four days of debate. Negotiating the definitive agreements remains a separate step.

Newfoundland and Labrador’s House of Assembly approved the Churchill Falls agreement on Thursday, September 17, by 21 votes to 18. VOCM reports that the vote followed four days of special debate on the hydroelectric project. [1]

A narrow majority

Progressive Conservatives and independent Eddie Joyce voted in favour; Liberals, New Democrats and independent Keith Russell voted against. NTV confirms this breakdown. [1]

NTV reports that Tony Wakeham will return to the House before definitive agreements, without confirming another vote. Thursday’s decision therefore does not mean every contract is finalized. [2]

Questions that remain

According to NTV, opposition members raised questions about independent oversight, commercial terms and Innu Nation approval. These are objections, not findings establishing wrongdoing. [2]

The debate framework announced by the government on September 10 provided for hearings with negotiators, commercial advisers and financial experts. It also allocated time for questions about federal commitments. That document describes the examination planned before the vote; it is not an independent assessment of the expected benefits. [3]

The next stage therefore needs to be followed through the definitive texts, oversight mechanisms and commitments actually retained. Hearings and legislative support are verifiable steps; they do not replace examination of the obligations ultimately undertaken. [3]
