Russia and Ukraine say they have been observing the local ceasefire intended to allow a humanitarian operation in Oleshky since October 27, DW reports. It cites Russia’s Defence Ministry and Ukrainian negotiator Dmytro Lubinets, but says a decline in fighting could not be independently verified. [3]
The White House announced on October 23 a local Russia–Ukraine agreement brokered by Melania Trump to deliver aid and prepare civilian evacuations from Oleshky. Its statement sets the ceasefire’s start for October 29. [1]
Two dates to distinguish
In its October 23 evening update, however, AP reported that Ukrainian negotiator Dmytro Lubinets expected the truce to begin October 27, two days before the mission. It was expected to last several days. [2]
The October 23 military announcement
AP also reports that Russia’s military chief announced a halt to fire from October 27. [2]
The agreement’s scope
The announcement provides for voluntary evacuations. It concerns a local operation, with no general ceasefire agreement. [1]
