Canada–EU: alliance launched, closer association still to be defined
The Montreal summit ended on October 30 with new commitments.

Updated after the summit concluded.
Canada and the European Union launched the Alliance for the Future at the October 29–30 Montreal summit, covering trade, technology, energy and security. [1]
Separate stages
The European Council reports the conclusion of substantive negotiations on a digital trade agreement. It also envisages work to connect instant payment systems. This does not mean that every measure is already operational. [1]
An objective for 2027
Mark Carney said he aims to conclude negotiations on a closer association in June. His speech describes a partnership short of full accession, with its substance still to be determined. [2]
Scope still to be negotiated
The Canadian Press reports objections to the term associate member and highlights the work still required. The European account calls for defining the association by the 2027 summit; it does not grant Canada full membership. [3]
