Canada–U.S. trade: progress reported, but no agreement announced
Carney describes more intensive negotiations; Trump says a deal is close.

Updated November 4 with November 3 statements. Earlier tariff measures retain their actual dates.
On November 3, Mark Carney said trade negotiations with Washington had intensified since his call with Donald Trump. The Canadian Press reports progress notably on Canada’s freedom to make trade agreements with other countries. [10]
Talks continue
Trump said the same day that an agreement was close. Reuters reports, however, that Carney said work remained. These statements do not constitute a completed deal or a new removal of tariffs. [11]
Statements and measures are separate
On November 1, AP reported that discussions covered issues including steel and autos, with no details announced on a possible agreement. The prospects described by the leaders remain distinct from tariff measures already adopted. [8]
Kevin Hassett said on October 25 that Canada–U.S. talks were nearing an agreement, Bloomberg reports from his Fox News interview. The White House economic adviser described contacts between Howard Lutnick and his Canadian counterparts. His remarks do not announce a completed deal. [3]
Donald Trump signed a proclamation on October 23 removing some Canadian products from the additional 50% tariff and adding others. The changes took effect October 30 at 12:01 a.m. Eastern time. [1]
Relief alongside new additions
Reuters lists plywood, certain paper products and equipment among the exemptions. Carpets, paints and canoes are among the additions: this is not a general removal of tariffs. [2]
The responses
On October 23, Republican Senator Susan Collins welcomed support for Maine producers. Her Democratic opponent Troy Jackson criticized a policy that had raised costs. Reuters reported that Dominic LeBlanc said Ottawa was assessing the changes. [2]
The exemption’s scope
Other duties, including those under Section 232, may still apply to products exempted from this additional tariff. [1]
