Quebec Liberals target balance in 2029–30 with tight spending growth
The financial plan unveiled Sunday relies on savings and revenues that have yet to materialize.

The Quebec Liberal Party unveiled a financial plan Sunday targeting a balanced budget in 2029–30. Charles Milliard is promoting a programme containing nearly $12 billion in commitments over five years. This is the party’s election scenario, not an adopted budget or an independent forecast. [1]
The pivotal assumptions
Table 8 limits portfolio spending growth to 2.6% in 2027–28 and 1% in each of the next two fiscal years. The projected balance after Generations Fund payments is just $9 million in 2029–30. Table 7 also incorporates $4.36 billion in additional federal transfers over five years. [2]
TVA Nouvelles emphasizes possible consequences for services. Milliard acknowledges that reducing employee numbers entails changes, while saying he wants to protect health, education and culture. The outlet also highlights plans to revise some business tax credits and strengthen oversight of online gambling. [3]
What remains to be tested
Our reading of the tables highlights a narrow final margin. A projected balance does not establish that all savings are achievable or that additional revenues will arrive on time. The test is to connect each measure to a timetable, an implementable decision and its effect on services. [2]
The statement describes the approach as realistic. That assessment belongs to the party. The evidence to watch will be revenue assumptions, federal agreements actually secured and detailed savings measures, so that promises can be assessed against implementation rather than headline amounts alone.
