Quebec’s next election reminder cards must be bilingual

The temporary order concerns the upcoming mailing. It does not require all previously distributed documents to be sent again.

New report in the September 18 edition; ruling issued September 16.

The Superior Court ordered Élections Québec on September 16 to prepare reminder cards in French and English. CityNews reports that Justice Sylvain Lussier partly granted the request. [1]

What changes in the mailings

According to The Equity, the court did not order English registration notices and voter guides to be mailed again. The ruling distinguishes these documents from the reminder card still to be prepared. [2]

The suspension of a provision of the Charter of the French Language lasts ten days and concerns its application to the chief electoral officer for these documents, CityNews reports. It does not suspend Quebec’s entire language law. [1]

Information access and the ruling’s scope

TALQ, which supported the challenge, welcomes the decision as progress for English-speaking Quebecers’ access to electoral information. The organization stresses their full participation in the election. This response expresses a language-rights advocate’s position rather than an independent assessment of the judgment. [3]

Responses collected by TALQ highlight difficulties faced by people uncomfortable with digital tools. The practical issue is understandable information on paper; that argument must be distinguished from the order’s temporary scope. [3]

The Equity notes that English information remains available online from Élections Québec. The dispute described here concerns document language, not a general change to voting requirements. [2]
